This conference explores how communication by authorities and institutions influence public trust in a Nordic context. 

We focus on the challenges to trust in the retrospective analysis of the Covid-19 pandemic and the prospective integration of Artificial Intelligence in healthcare. When we consider the somewhat different approaches of the Danish and Swedish pandemic responses and the options for responsible risk communication about "black box" algorithms of Large Language Models (LLMs), we face a common dilemma: How do we communicate risk when we cannot offer guarantees? Scientific knowledge is inherently defeasible – never final, always subject to new evidence or change of theoretical frame. Risk assessment is inherently probabilistic.

We examine how the academic recognition that science is socially constructed—a perspective often explored within Science and Technology Studies—has been co-opted by populist movements and skepticism spurred by social media, threatening the legitimacy of evidence-based medicine.  

The conference will feature talks that highlight somewhat contrasting philosophies of crisis management and risk communication during the Covid-19 pandemic.

Speakers will include

  • Anders Tegnell, Sweden’s state epidemiologist during the Covid-19 pandemic. and leading representative of the Denmark’ Health Authority involved in management and communication to the public.
  • Professor Michael Bang Petersen, leader of the large-scale HOPE project iniated to study how democracies cope with Covid19, will describe the complex interplay between public trust, government policies, and pandemic response effectiveness.
  • Ragnar Löfstedt and Frederic Bouder will suggest a framework for risk communication that supports regulators and institutions in rebuilding trust and maintaining legitimacy even when navigating high levels of scientific uncertainty and public polarization. 

By examining lessons from pandemic management with emerging challenges in AI-driven healthcare, the conference will help participants identify means of achieving trust-sustaining communication in an age of unavoidable uncertainty.

Opfattelse og kommunikation af risici i sundhedsvæsenet: Udfordringer for tillid og legitimitet

Denne konference undersøger, hvordan kommunikation fra myndigheder og institutioner påvirker den offentlige tillid i en nordisk kontekst, med fokus på udfordringerne for tillid under Covid‑19‑pandemien samt integrationen af AI i sundhedsvæsenet.

Denne konference undersøger, hvordan kommunikation fra myndigheder og institutioner påvirker den offentlige tillid i en nordisk kontekst.

Vi fokuserer på udfordringerne for tillid i henholdsvis den retrospektive analyse af Covid-19-pandemien og den fremadskuende integration af kunstig intelligens i sundhedsvæsenet. Når vi ser på de noget forskellige danske og svenske tilgange til pandemihåndtering – samt mulighederne for ansvarlig risikokommunikation om “black box”-algoritmer i Large Language Models (LLMs) – står vi over for et fælles dilemma: Hvordan kommunikerer vi risiko, når vi ikke kan give garantier? Videnskabelig viden er grundlæggende anfægtelig – aldrig endelig, altid underlagt ny evidens eller ændrede teoretiske rammer. Risikovurdering er i sin natur probabilistisk.

Vi undersøger, hvordan den akademiske erkendelse af, at videnskab er socialt konstrueret – et perspektiv ofte udforsket inden for Science and Technology Studies – er blevet taget i brug af populistiske bevægelser og skepsis drevet af sociale medier, hvilket truer legitimiteten af evidensbaseret medicin.

Konferencen vil præsentere oplæg, der belyser forskellige filosofier for krisehåndtering og risikokommunikation under Covid-19-pandemien.

Oplægsholdere omfatter

  • Anders Tegnell, Sveriges statsepidemiolog under pandemien, samt en ledende repræsentant fra Sundhedsstyrelsen i Danmark, som var involveret i håndteringen og kommunikationen til offentligheden.
  • Professor Michael Bang Petersen, leder af det omfattende HOPE-projekt om demokratiernes håndtering af Covid-19, vil beskrive det komplekse samspil mellem offentlig tillid, myndighedsindsatser og pandemiens effektivitet.
  • Ragnar Löfstedt og Frederic Bouder vil præsentere en ramme for risikokommunikation, der kan støtte myndigheder og institutioner i at genopbygge tillid og opretholde legitimitet – selv under stor videnskabelig usikkerhed og offentlig polarisering.

Ved at sammenholde erfaringerne fra pandemihåndtering med de nye udfordringer i AI-drevet sundhedsvæsen hjælper konferencen deltagerne med at identificere måder at opnå tillidsskabende kommunikation i en tid præget af uundgåelig usikkerhed.
